Circular No. 92/2021: Children: Statelessness, Citizenship & Adoption (8 Oct 2021)

Please be informed that the Continuing Professional Development and the Publications & Information Technology Sub-Committees of the Johore Bar Committee are organising the above titled Webinar.

Statelessness is an epidemic that adversely affects many individuals across Malaysia. Due to the complex nature of the legal issues surrounding statelessness, many of us are unaware of how best to assist stateless individuals. This is especially the case when these individuals are children. As a state party to the Convention on the Rights of the Child, it is pertinent that we end childhood statelessness.

To address these issues, this webinar will equip you with a basic understanding of the citizenship provisions in the Federal Constitution and the current positions of law involving citizenship in relation to children, illegitimacy, and adoption.

About the Speakers

Ranee Sreedharan graduated from the University of London and was called to the Malaysian Bar in 2003. She founded her own law firm Ranee Sree & Associates in August, 2013. She is a member of the Child Rights Committee of Bar Council. She is involved in constitutional law matters on statelessness and has taken up strategic litigation on citizenship rights of children under the Federal Constitution. She is also serving as pro bono lawyer on Panel of lawyers appointed by DHRRA, a non-governmental organization involved in legitimatization and adoption cases involving stateless children. Her area of practice includes, contract law, tort, land law, winding up proceedings, probate actions, family law including contested petitions and custody of children, judicial review, unfair dismissal cases in industrial courts as well as conveyancing matters. She has been involved in various social and economic development projects including children’s education, gender equality workshops and AIDS awareness programs.

Larissa Ann Louis graduated from University of Reading, UK. She was admitted as a Barrister-at-Law (Middle Temple) in 2014 and to the Malaysian Bar in 2016. She now heads the Pro Bono Unit along-side the managing partner of Azri, Lee Swee Seng & Co. In collaboration with various community organisations, she has worked extensively on equipping the public with their legal rights. She has represented UNHCR, Human Rights Commission of Malaysia, Bar Council and many NGOs on various human rights issues. She has advised and represented clients seeking a declaration of citizenship by operation of law in various Courts. Bar Council appointed her as a Watching Brief Counsel for the recent Federal Court cases on the issue of illegitimacy and adoption. She is actively involved in the “CSO Platform for Reform” under the Right to Citizenship Cluster. She now heads the Bar Council’s Human Rights Committee Working Group on “Statelessness & Citizenship Rights” and “Young Lawyers Empowerment Series” and often speaks on those issues.

Once you provide the Secretariat with the above details and the proof of payment, you will receive an email with the registration link for the Webinar. Participants will also receive slides (if any – with the permission of the speaker) subsequent to the Webinar by way of email.

CPD points will be given upon completion of the whole session to participants who have attended until the end of the event based on the online report of ‘logged-in’ duration.
