Circular No. 8/2026: AMLA Roadmap 2026: Understanding the AML/CFT Framework and Learning to Automate Compliance for Legal Firms (16 Apr 2026)

The Professional Development & Education Sub-Committee is organising a Seminar entitled “Understanding the AML/CFT Framework and Learning to Automate Compliance for Legal Firms”.

In the final quarter of 2025, Malaysia received a “Regular Follow-Up” status from the Financial Action Task Force (FATF) Mutual Evaluation, marking a significant achievement; yet an “Effectiveness Gap” persists in DNFBP sectors, including legal practitioners indicating that these entities need substantial enhancements in risk awareness and preventive measures. Consequently, the legal profession will face increased scrutiny and enforcement in 2026, necessitating improved compliance and risk mitigation strategies by legal firms. 

This Seminar is designed to provide a comprehensive overview of the existing AML/CFT framework in Malaysia.

  • The DNFBPs’ Challenge: Analysis on why lawyers are considered “high-risk gatekeepers” and how to close the gaps in risk awareness identified by international assessors.
  • The AML/CFT Obligations: A structured overview of the current statutory duties for Reporting Institutions, including:
    • Customer Due Diligence (CDD): The “Who, What, and How” of verifying individual and corporate clients.
    • Risk-Based Approach (RBA): Identifying and assessing firm-level and client-level risks.

About the Speaker

YONG II YANG is a lawyer with experience in litigation, compliance and technology. He holds an LLB (Hons) from University of Malaya and is the Founder of Legal Compliance Tech Sdn. Bhd.

He is currently involved in navigating complex legal landscapes and implementing innovative technological solutions to ensure organisations maintain the highest standards of compliance. His passion for streamlining legal processes and ensuring regulatory compliance led him to establish Legal Compliance Tech Sdn. Bhd., a company dedicated in providing innovative and effective software solutions.

Throughout his career, he has guided organisations through regulatory challenges, assisting them in streamlining their compliance processes and mitigating risks. He has also provided training sessions and seminars to various organisations [including the Advocates Association of Sarawak (Kuching Branch) and the Malaysian Institute of Chartered Secretaries and Administrators (MAICSA)] on AML/CFT compliance matters.
