Further to Circular No. 23/2025 dated 17th June 2025, please be informed that the Corporate and Conveyancing Sub-Committee (CCSC) held meetings with En. Mohamad Fahmi bin Zakaria, Ketua Penolong Pengarah (Pendaftaran Hakmilik), on 18th, 24th, and 25th June 2025 at the Pejabat Tanah dan Galian Johor (PTG), concerning PTG Circular No. 03/2025 (“New Circular”).
Pursuant to the discussions, the CCSC sought several clarifications. Members are advised of the following:
1. The rectified Circular (Section 4.1) is available on PTG’s website at:

2. The new rates will take effect on 1st September 2025.
3. To qualify for the old rates under PTG Circular No. 02/2014 the sale and purchase agreement must be signed and stamped, and the application together with all completed supporting documents must be submitted to PTG on or before 29th August 2025.
4. To qualify for the old registration fee rate, the duly stamped instrument of transfer must be presented at PTG by 29th August 2025.
5. Members may approach En. Fahmi Zakaria to seek a waiver in special cases, but such waivers remain at PTG’s sole discretion.
6. The new rate for registration fees applies to both Malaysian citizens and foreign interests.
7. For industrial land transfers by way of love and affection among immediate family members, the levy payable is 2% of the value determined by JPPH, or a minimum of RM20,000-00, whichever is higher.
