The Professional Development & Education Sub-Committee is proud to present a seminar on “Crafting Winning Advocacy” designed to advance and impress upon the role of advocacy in both criminal & civil law practice.
The seminar aims to provide participants with invaluable perspectives from a retired Federal Court judge on essentials of advocacy, trial and appellate advocacy and ethics of advocacy in criminal law practice and a distinguished King’s Counsel who is also a member of the Malaysian Bar will share his expertise on strategic preparation for civil trials addressing issues such as understanding the case narrative; crafting an effective cross-examination strategy; and ethical considerations in advocacy.

About the Speakers
Tan Sri Datuk Harmindar Singh Dhaliwal studied for his law degree in University of Malaya, Kuala Lumpur and obtained his LLB (Hons) in 1982. He also obtained a LLM (Media, Communications and Information Technology Law) from the University of New South Wales, Sydney, Australia in 2000.
Upon graduation, Tan Sri Datuk Harmindar began his career in the Judicial and Legal Service Malaysia in 1982. He served as a Magistrate, Senior Assistant Registrar of the High Court and Sessions Court Judge in various stations. He also served in the Attorney-General’s Chambers as a Deputy Public Prosecutor, Senior Federal Counsel and Senior Assistant Parliamentary Draftsman.
In March 2009, he was appointed as a Judicial Commissioner of the High Court of Malaya. In April 2012, he was elevated as Judge, High Court Malaya and subsequently as a Judge, Court of Appeal in March 2016. In March 2020, he was elevated to the Federal Court of Malaysia. He retired from the judiciary on 21 April 2025. He currently serves as the Chairman of the Criminal Law Reform Committee.
Tan Sri Datuk Harmindar was admitted as an Advocate and Solicitor of High Court of Malaya in 1990. Over the course of his judicial career, he has written close to a thousand judgments as a Magistrate, Sessions Court Judge and Judge of the Superior Courts of Malaysia. He has also given many lectures to diverse organizations and written several articles in various journals and periodicals.
Steven Perian KC, a Fellow of the Chartered Institute of Arbitrators (“FCIArb”) in the United Kingdom (“UK”), is the first and only English King’s Counsel admitted to the Malaysian Bar. In the UK, he practices from 2 King’s Bench Walk Chambers, while in Malaysia, he leads the economic crime, fraud, and anti-money laundering practice at Rosli Dahlan Saravana Partnership. Steven has experience in appellate advocacy and corporate and commercial litigation, with a particular focus on cases involving corporate fraud, economic offences, and white-collar crime.
Steven is ranked as “Leading Silk” in Legal 500 – “He (Steven) has an analytical mind and an encyclopaedic knowledge of the law.” Additionally, in the 2023 edition, Legal 500 stated Steven as “An industrious, approachable and charming silk.”
Steven has prosecuted individuals and corporations committing internet shopping fraud, conspiracy to defraud UK financial institutions of United States Treasury Bonds, and computer-related crimes.
He has also defended litigants in various fraud matters in the UK ranging from public sector fraud, export of stolen cars, advance fee fraud, and conspiracy to defraud.
Steven is an affiliate of the Chartered Society of Forensic Sciences and a member of the Civil Mediation Council (UK). He is a certified commercial mediator in the UK and Malaysia. Additionally, he is an empanelled Arbitrator and Mediator at the Asian International Arbitration Centre (“AIAC”). He is also a member of the Panel of Advocates for the International Criminal Court.
