Circular No. 94/2021: Report on Appointment of Dealings at Pejabat Tanah Dan Galian Johor

Pejabat Tanah dan Galian Johor (PTG) has recently sent Johore Bar Committee (JBC) a letter attaching 51 pages of report on the appointment of dealings through online Google form presentation from 1st August 2021 to 12th September 2021, which JBC received on the 23rd September 2021.

Based on the attached report:-

(a) for the month of August 2021, out of 410 firms who applied for the appointments 202 firms presented the exact numbers of folders requested. 10 firms did not turn up for their appointments while 198 firms presented less than the folders requested, which in total is equivalent to 48.70% of the total number of folders requested;

(b) for the month of September and as at 12 September 2021, a total of 169 firms applied for the appointments with 73 firms presenting the exact numbers of the folders requested. There were 94 firms presented less than the requested folders. This is equivalent to 55.62% of the total number of folders requested. According to the report and statistic given by PTG  to us there are a total of 225 firms from 1st August 2021 until 12th September 2021 that did not turn up for their appointments and/or present the actual number of folders requested.

PTG’s report states that amongst the reasons for an almost immediate uptake of presentation numbers – which has been the concern of most members – is the fact that presentation numbers granted for the day of application were taken up as a result of the high number of folders requested but not utilised on the day of presentation. It is also stated therein that this contributed to wastage of slots, depriving other firms of an opportunity to obtain appointments. Undoubtedly this has created an unfavourable perception of members as far as PTG is concerned.

In the premises, JBC is in the midst of inquiring from firms the reason(s) behind the under-utilisation of folders requested. This is to assist JBC to identify the issues accurately with the view of conveying the same to PTG.

Even though PTG has opened up their counters at full capacity as of 3rd of October 2021, JBC is of the view that the issues raised by PTG need to be dealt with in the best interest of our legal fraternity and for a better land administration system in the days ahead.
