In view of the overwhelming response to the first briefing on the Rules of Court 2012 given by Mr. Brendan Navin Siva on 27th July 2012 and due to numerous requests received by members for another briefing, in particular for the benefit of those who missed the first one, the Johore Bar Committee is organizing another briefing for members, which will be conducted by Tan Sri Dato’ Cecil Abraham, the Chairperson of the Bar Council’s Task Force on the Combined Rules of Court and the driving force behind the said Rules.

The Speaker:

Tan Sri Dato’ Cecil Abraham is a Senior Partner and Head of Dispute Resolution in M/s Zul Rafique & Partners, and has more than 40 years of legal practice. He practices exclusively as an Advocate in the Superior Courts of Malaysia in all areas of commercial law. He has an extensive experience in appellate court practice. He has acted as counsel in many landmark cases involving banks, finance companies and multi-nationals and also in defamation and judicial review cases. More than 250 cases, including five landmark cases in the Privy Council, where he had appeared as counsel have been reported in the Malaysian Law Reports.

He has an extensive practice and appears frequently as arbitrator and also as counsel in domestic and international arbitrations conducted under the UNCITRAL, ICC, SIAC, KLRCA, LCIA and ICSID Rules of Arbitration. He has been nominated to the ICSID panel by the Government of Malaysia and presently sits in annulment and arbitration proceedings.

He is a council member of the International Council of Commercial Arbitration (ICCA), and a past vice-president of the Asia Pacific Regional Arbitration Group (APRAG). He is an accredited mediator and is on the panel of the Singapore Chamber of Maritime Arbitration (SCMA).
