Circular No. 31/2026: Increase in Johor Land Office Registration Fees: Update To Members

The Johore Bar Committee (“JBC”) refers to the Johor Land (Amendment) (No. 1) Rules 2026 [J.P.U. 6/2026], which came into effect on 1st April 2026 and introduced substantial increases to land administration and registration fees payable at the Johor Land and Mines Office (“PTG Johor”) under Schedule 6 of the Johor Land Rules 1966.

On 3rd June 2026, the JBC met with PTG Johor to address the practical implications of the revised fee structure and the additional financial burden imposed upon purchasers and landowners in conveyancing practice. The Committee raised concerns over the substantial increases, particularly in private and lien caveat fees. PTG Johor acknowledged the feedback and undertook to convey the Committee’s proposals to the relevant departments for consideration, though no commitment was made to suspend or revise the rates.

The JBC has also sought independent legal opinions on the amendments and carefully considered the legal, practical, and strategic implications. After extensive deliberation, the Committee is of the view that continued engagement with the authorities remains the most constructive and effective course. Meaningful dialogue with policymakers offers the best opportunity to secure reconsideration of the revised fee structure. At the same time, the Committee reserves all options available to it.

The JBC is firmly committed to safeguarding the interests of the profession while ensuring that the concerns of the public who rely on legal services in property transactions are effectively represented.
